Mascouche: Half a Meter Is Enough, But the Permit Takes Six Weeks

Mascouche is one of the most flexible municipalities in our service area for heat pump installation. Its permit and standards sheet sets the minimum distance at 0.5 m from any property line. However, permit application processing times are long, so planning is essential.

Distance, and Where It's Stated

The City publishes a single distance for heat pumps: 0.5 m from any property line. This is four times less than in Boisbriand and three times less than in Lorraine. On a narrow lot, this difference alone can determine a project’s feasibility.

Installation is governed by zoning by-law R-1103, chapter 3, section 4, subsection 7, titled “Heat Pumps or Thermal, Air Conditioning Units or Other Similar Equipment and Generators.” Article 118 specifies the installation standards. We validate the zone on a case-by-case basis, as the usage and standards grid may impose more stringent setbacks than the general rule.

Noise: Five Decibels Above Background, Day and Night

By-law 907 on nuisances does not establish an absolute ceiling and does not distinguish between day and night. Article 3.1 prohibits noise that exceeds the residual ambient noise by more than 5 dB(A).

ItemRule
Emergence Limit5 dB(A) above residual ambient noise
Day / Night DistinctionNone
Measurement PointOutside the source property line
Microphone HeightBetween 1.2 m and 1.5 m from the ground, more than 1 m from any reflective surface
Fine, First Offense$300 to $1,000 (individual)
Fine, Recidivism$600 to $2,000 (individual)

A single 5 dB(A) rule seems permissive during the day but becomes demanding at night when background noise drops. This is the real situation for a heat pump heating in January at three in the morning. Source: By-law 907 on nuisances.

Six to Eight Weeks: What This Means for Your Summer

The City announces a processing time of approximately six to eight weeks for a complete permit application, with payment due after receiving the invitation email. If a permit is required for related work, a project started in mid-June will not be operational for the July heatwave.

We submit documents upon acceptance of the quote rather than the day before work begins, and we schedule the installation date based on the urban planning department’s response, not the other way around.

A Recent Residential Park, and New Homes to Size

Mascouche has experienced sustained residential development, and a good portion of its homes are recent enough to be airtight and well-insulated. This shifts the calculation: for new construction, a useful benchmark is approximately 15,000 BTU for 750 square feet, whereas a 1970s home requires more for the same area.

Sizing is done based on the house, not the neighborhood average. We measure before proposing a capacity, and we explain the calculation. See also our wall-mounted heat pump page.

Frequently Asked Questions

The City specifies 0.5 m from any property line for a heat pump. Complete installation standards are found in Article 118 of zoning by-law R-1103.

Heat pumps are not listed among works without permits or declared works published by the City. We verify the status with the Urban Planning Department before each installation rather than assuming.

Five decibels A above the residual ambient noise, measured outside the property line, with no distinction between day and night.

The City announces six to eight weeks to process a complete permit application. We therefore recommend starting the process in spring for activation before summer.
